In support of its action in the suppliers’ regimes, France seeks to strictly control transfers of sensitive dual-use goods, i.e. those likely to have both military and civil uses.

Export controls for nuclear goods

The overall framework governing France’s exports in the nuclear field is defined by the Council for External Nuclear Policy (CPNE). The President of the Republic chairs the Council. Its meetings serve to define guidelines.

A special interministerial group chaired by the Ministry of Foreign and European Affairs has the task of considering applications for export licences for nuclear and dual-use goods. It ensures proper implementation of CPNE directives, the European regulation on dual-use goods, and the Guidelines of the Nuclear Suppliers Group (NSG) and the Zangger Committee. The control system for dual-use goods is currently being overhauled.
